Russian news agencies said police arrested Navalny because he encouraged protesters to gather on a Moscow street not approved for the anti-corruption demonstration, The Washington Post reported. Changing the location may provoke clashes with the police.
The protests were part of a day of demonstrations throughout Russian Federation spearheaded by Alexei Navalny, the anti-corruption campaigner who has emerged as Russia's most prominent opposition figure and who has announced he intends to run for president next year.
The apartment owners were planning to protest on the street just north of central Moscow that authorities had set aside for Monday's opposition demonstration.
City authorities granted permission to stage the rally outside the city center, but Navalny said in a YouTube video late on June 11 that he had moved it to Tverskaya Street, a main thoroughfare that leads to the Kremlin.
As demonstrators were taken away, hundreds of others shouted slogans including "Putin is a thief" and "Shame!". There was no official confirmation on the arrest, which Yulia said came half an hour before the protest was to begin. The venue had been booked for a street festival for Russia Day, a national holiday.
Navalny supporters were demonstrating across Russian Federation, with several arrested as police warned organisers against holding an unauthorised rally in Moscow. Riot officers in protective gear moved in on demonstrators.

The re-enactors watched the rally before riot police broke up the crowd and randomly seized the protesters.
"We are warning that any attempts to hold an unsanctioned event Tverskaya Street in Moscow will be a direct violation of the law", the statement read. TV Rain quoted the same city official as denying any effort to sabotage the sanctioned protest.
The scale of the protests will show if Mr Navalny can build on the success of a similar event in March, in which thousands took to the streets across Russian Federation.
According to the police watchdog NGO OVD-Info, at least 600 were arrested in the Moscow protests alone.
Navalny, who faces a possible 15-day jail sentence on charges of disobeying police, rose to prominence for detailed open-source investigations into government corruption.
He had called for mass protests in the capital and other cities against what he said a corrupt system of rule. This is reported by Navalny's wife Yuliya on Twitter.
Navalny was arrested outside his home en route to the rally.
Electricity in his office was cut at around the same time as he was detained, briefly bringing down a live feed of nationwide protests, Mr Navalny's spokeswoman said.
