"The Tory civil war on the European Union which has ripped it apart since the Maastricht rebellions of the early 1990s, and which the referendum was supposed to solve, is now raging again", said Chris Grey, an academic who specializes in Brexit at Royal Holloway in London.


The announcement by Andrea Leadsom suggests that Prime Minister Theresa May and the Northern Ireland-based Democratic Unionist Party have struck an agreement or are close to one.

Both sides expect a deal to be agreed on Wednesday, which would guarantee the DUP's support for Ms May's minority government on important votes.

"A fundamental part of that peace process is that the United Kingdom government needs to be impartial between all the competing interests in Northern Ireland".

London, Belfast, Dublin and Brussels all want to keep the border open, but no agreement has been reached.

"We've had some very good discussions today and those discussions are continuing this afternoon", she said.

As May attempts to cobble together a majority, the EU's Michel Barnier said he would hold talks with British envoy Olly Robbins on Tuesday to organize the negotiations.

On this the government is also facing opposition from the newly strengthened opposition Labour Party.

Labour leader Jeremy Corbyn countered with a bit of previously unforeseen swagger, wearing a huge red rose - his party's symbol - in his lapel as he sparred with May.

The EU meanwhile was preparing to unveil plans to give itself new powers over London's banking business after Brexit in a blow to the city's supremacy as a global financial hub.
