"We the United States do not join those sections of the communiqué on climate and [multilateral development banks], reflecting our recent announcement to withdraw and immediately cease implementation of the Paris Agreement and associated financial commitments", the USA was quoted as saying in a footnote of the joint statement issued Monday by G7 environment ministers.

Trump said he wanted to negotiate a better deal for the U.S. But several world leaders said the deal is not open for renegotiation. Alongside Syria and Nicaragua, the U.S.is now the only nation not participating in the accord. During Secretary of Defense James Mattis' confirmation process, he stated that "climate change is impacting stability in areas of the world where our troops are operating today" and that it "is a challenge that requires a broader, whole-of-government response". Last week, Foreign Affairs Minister Chrystia Freeland argued in a seminal speech to the House of Commons that Canada can no longer rely on the USA for global leadership.

However, the U.S. President announced the withdrawal four days later. In it, the administration formally rejected both the Paris climate deal itself and the concept of Multilateral Development Banks (MDBs), global bodies through which developed countries funnel money to poorer nations to help them cut their pollution.

"Every country but the United States expressed their absolutely unwavering commitment to the swift and effective implementation of the Paris agreement", she said in a conference call with reporters Monday.

Trudeau suggested striking out references to the Paris agreement in the communiqué, and seemed "concerned about further provoking his powerful neighbour to the south", the magazine reported.
