The attacker was also arrested for attempted murder, authorities said.

Though police are treating the attack as revenge for the Islamist terror attacks taking place in Manchester and on London Bridge, evidence of a motive has not yet been conclusively established.

Sky News reported that the mosque's imam prevented the crowd from beating the attacker until police arrived.

Eyewitness Khalid Amin told BBC television that the van turned deliberately left and "just hit the people".

Witnesses told reporters that two other men jumped out of the van and fled the scene, but British police claim the suspect in custody acted alone. No other suspects have been identified, police said.

Abu Hamza, who was the mosque's imam from 1997 to 2003, was later extradited to the United States, where he was convicted of supporting al Qaeda and Taliban terrorists, and sentenced to life in prison in 2015.

Metropolitan Police Deputy Assistant Commissioner Neil Basu thanked members of the public who restrained the driver, saying "their restraint in the circumstances was commendable". "Diverse, welcoming, vibrant, compassionate, confident and determined never to give in to hate", she said in her statement.

He added: "Given the methodology and given what was occurring, what's happened, the tragic incidents across the country, this had all the hallmarks of a terrorist incident".

The incident followed a series of attacks in Britain.

Details about the assailant were sketchy, but the assault - the most dramatic against Muslims in London in recent years - suggested a new, risky level of polarization in British society.
