Trump, working with Ivanka, to push expanded apprenticeship programs

President Donald Trump said Tuesday that the nation needs a stronger system of apprenticeship to match workers with millions of open jobs.

"Use available funding to promote apprenticeships, focusing in particular on expanding access to and participation in apprenticeships among students at accredited secondary and post-secondary educational institutions, including community colleges; expanding the number of apprenticeships in sectors that do not now have sufficient apprenticeship opportunities; and expanding youth participation in apprenticeships". They typically involve a combination of mentorship while at work and classroom instruction, usually provided by a community college, over one to six years depending on the type of entrepreneurship.

The order directs the Department of Labor to create new rules allowing companies to create and certify their own programs, which will lessen the federal government's role in monitoring apprenticeships.

Roughly 505,000 people work in federally registered apprenticeships. The White House cites the fact that certified apprenticeship programs average a salary exceeding $60,000 per year and would provide a $300,000 increase in lifetime earnings for certified apprenticeship programs. As a result, critics say the process has helped keep employer participation relatively light - just 0.3 percent of the work force are apprentices.

The new executive order directs the Department of Labor to "use available funding to promote apprenticeships, especially in sectors where apprenticeships are not now widespread".

"These third parties may include trade and industry groups, companies, nonprofit organizations, unions, and joint labor-management organizations", the order said.

The calls to boost apprenticeship come after the White House proposed slashing the DOL's budget by 20 percent.

The president said the on-the-job training and earn-as-you-learn programs would prepare students for many rewarding careers, including high-tech jobs operating state-of-the-art machinery. "Apprenticeship has some very clear standards".

Trump will speak about the initiative from the White House at 11 a.m.
